Policy
In recognizing the vital importance of biofuels as a supplement to the ever increasing cost of fossil fuels and to support Zambia’s future energy requirements, the Zambian Government has revised a robust energy policy which includes the introduction of bio fuels into the national fuel mix. A Statutory Instrument No 42 of 2008 which lawfully recognizes biofuels in the national mix has also been issued.
The National Energy Policy of 2008 provides for the following policy measures for biofuels:
- Expansion of the role of biofuels in the national fuel mix;
- Ensuring security of supply and stable prices of fuels by the promotion of the use of bio-fuels for transport as an alternative to petroleum;
- Ensuring availability of data and information on market demand, resource assessment and applicability of biofuels;
- roviding a legal and institutional framework for the biofuels sub- sector ; and
- Supporting investment in the biofuels industry through appropriate incentives, standards and research.
Incentives
At feedstock level, existing incentives that apply to the agricultural sector are captured for the biofuels sector. Overall, however, there is need for specific incentives for this new and vital industry to assist its establishment. The Biofuels Association of Zambia is in dialogue with the Zambian Government on this issue.
